Writing Lyrics: What are good Lyrics?

Many songwriters and lyric writers have problems with writing good lyrics. But what are good lyrics, and how do you write them. Some would say a poem, others would say if the lyrics are popular, or used in a popular song, but what makes lyrics good or great?

Would you consider the following few lines good lyrics:

I see a blue sky
