I am seeking a standalone compressor/limiter program that can be used with a standard pc sound card recording bus. I am doing a lot of recording from the telephone line for transcription but have run into widely varying incoming signal levels and peaks generated by locally generated Touchtones used to navigate the distant end voicemail system. All the signal processing software that I have found on the Internet is a VST or Direct X plug-in for a high level mixing/editing program like Sound Forge. Surely there must be some standalone processing software that will attach itself to a generic pc sound card mixing bus and perform the compression and limiting functions. Perhaps the software was available in the past but has been supplanted by the plug-ins.
Any assistance will be greatly appreciated.

When you are using a limiter when the signal is already digital does not make any sense to me. (limiting peaks)
But there are many basic audio edit programs that allow normalizing and compression.
