What're you defining as "vocal fry"? That usually refers to a very feigned voice. In that case, yeah, anyone can reach that. I wonder if you mean to say belt voice (which sopranos can develop, but typically only contraltos ("altos") ever fully develop it) or, possibly, your flageolette register (the "bell" or "whistle" register)--this register is used almost exclusively by coloratura and lyrical sopranos ("1st sopranos")

I meant the lowest part/register of the voice.
When someone sings low enough to the point that their voice produces a toneless, rattle like, sound

Hmm. . . none of my female vocalist-friends are online to ask them to try it, lol, but I would have to say that yes, they could go low enough to force their vocal resonance into the chest and have a rattly, vocal fry-like sound. It would probably be more painful to them, though, then it is to guys, although a girl should confirm this.
A lot of singers actually incorrectly use vocal fry to mean the male-only strohbass register which is actually alot like falsetto for the lowest notes. It basically uses a tense, depressed larynx to emit extremely low pitches--up to about a 5th below the person's regular range limit. The primary difference between vocal fry and strohbass is that strohbass can be used to actually sing words on pitches. A lot of guys' strohbasses are very undeveloped sounding. This is probably primarily because there is no real need for this register in most modern songs--even for the basses.
